Dog litter bins and enforcement

I'm constantly annoyed seeing dog litter everywhere in our parks in Upper Arlen Hill. I look around and I see that there are not dog litter bins in and around the parks. We need to install theses as well as then having a system to enforce people to use them. Perhaps some sort of penalty fine?

The park is public and we need to keep it clean and friendly.
