  This is an important question especially in the face of imminent Brexit. If the UK is to survive as anything but a regulatory race-to-the-bottom tax haven, then we surely need to rebuild our country's ability to make things. This could well involve the institution of a well-supported apprenticeship scheme, as exists in Germany: https://en.wikipedia.org/wiki/Apprenticeship#Germany

  Capital idea. This will require considerable investment, however. It doesn't look like this will be possible without considerable tax increases.
